The theme of next week’s Marshall Meyer Retreat for Social Justice is “Widening the Lens on Community-Police Relations” and will draw on the experiences of diverse religious leaders and civic officials living in New York, Glasgow, Barcelona, and Los Angeles, cities that share common demographics, security, and civil liberty challenges.
One panelist joining us to discuss “International Perspectives on Police Community Relations: Key Issues for Diverse Cities” will be Rosa Negre Costa, Sub inspector for the Catalan Police Force and Head of the Unity of citizen attention and proximity in the Police Jurisdiccion of Girona.
Rosa Negre Costa holds a degree in science education. Since 1995 working in the Catalan Police Force, currently sub inspector and head of the Unity of Citizen Attention and Proximity in the Police Jurisdiccion of Girona.
She has given training courses on diversity management at the Institute of Public Security of Catalonia and at police stations in the precinct as part of the itinerant training modules coordinated by Unescocat. Involved in different European projects, coordinated by Unescocat, to prevent racial and religious discrimination, or developing diversity management training materials for police authorities, or preparing the interfaith calendar. Also, but coordinated by Open Society, she worked in the European project STEPSS, which tried to find strategies for improving the effectiveness of police stop-and-search. She was a member of the commission of the Generalitat of Catalonia that created the action protocol for preventing genital mutilation in 2002, the first one in this subject in Europe.
She has participated in numerous seminars, courses, conferences and published different articles referring to domestic violence, female genital mutilation, police community relations, and security forces dealing with diversity.
